The Notice of Intent starts the scoping process, which is the period in which we begin to define the range of issues and possible alternatives to be addressed in the Environmental Impact Statement (EIS). A series of opportunities for formal public comment on these issues and possible alternatives to be addressed in the EIS is available as follows:

Public and Agency Scoping


The public scoping comment period began on December 18, 2018. Two scoping meetings were held on Tuesday, January 29, 2019: An agency Scoping meeting occurred from 1 p.m. to 2 p.m. and a Public Scoping Workshop from 6 p.m. to 8 p.m. Download the presentation boards available at the two meetings here. The Scoping comment period ended on March 1, 2019. Thank you to all who submitted written comments to the FAA. The scoping report and all additional scoping comments and responses can be found in the Draft Environmental Impact Statement (see below).

Draft Environmental Impact Statement


The Draft EIS was published in the Federal Register on Friday, August 21, 2020. To see an electronic copy of the Draft EIS click here. The comment period for the Draft EIS starts on August 21, 2020 and ends on October 5, 2020. All comments must be received by October 5, 2020 to be considered in the Final EIS. Virtual Public Workshop / Virtual Public Hearing Registration


The virtual public workshops will be held from 1 p.m. to 3 p.m. and 6 p.m. to 8 p.m. Pacific Daylight Time (PDT) on Wednesday, September 23, 2020. Registration is required to attend the public workshops. To register to participate in a virtual public workshop click here.

The virtual public hearing will be held from 6 p.m. to 9 p.m. PDT on Thursday, September 24, 2020. Registration is required to attend the public hearing. Here’s what you need to do:

1. If you just want to attend the public hearing and not speak – please register here.
2. If you want to speak at the public hearing – please register here.

Registration to attend the public hearing will close six hours prior to the start of the event, at 12 p.m. PDT on Thursday, September 24, 2020.

After registration you will receive an email (including your email is required) confirming your registration. You will also receive a subsequent email giving you directions on joining the workshop and/or hearing.
